Helen Magnus advised the British government to have the project shut down because it came too close to eugenics.

Twenty-five years later, the Cabal used five of the orphans, who were now in their thirties, as "clean slates" for implantation of the super abnormal powers created by injecting Ashley Magnus with the source blood.
