The Sanctuary Network is a global organization of safe havens for abnormals. While some abnormals come to the Sanctuary of their own free will, seeing it as their home, other abnormals are considered too dangerous to be allowed to run free in the wild. It was founded by Gregory and Helen Magnus in order to protect abnormals and humans from each other.

Funding and government support[]

In the year 1908, Helen Magnus and James Watson undertook a bounty contract by the Prime Minister of the British government under orders from King Edward VII to stop Adam Worth.[1] Fulfillment of this contract granted the Sanctuary full funding and governmental support, which allowed Magnus to globally expand her outreach; creating many new Sanctuaries around the world.

This lasted for ~103 years until early 2011 when the deal was terminated by the U.N. Security Council due to Helen Magnus refusing to hand the Network over to Greg Addison.[2] Because of this, the Network lost all governmental privileges, including things such as: access to secure government intelligence agency databases[3], their monopoly on dealing with abnormals, and breaks on their property taxes and utility bills[4].

Head of house is the common title of the Sanctuary Network operative in charge of an individual Sanctuary. Both humans and abnormals can become heads of house.

Dr. Helen Magnus

The head of the global Sanctuary Network is the head of house who is elected to oversee and command the entire Sanctuary Network across the globe. It is the highest position within the Network. Sanctuary Network founder and Old City Sanctuary head of house Dr. Helen Magnus is a kind of first among equals, officially referred to as "head of the global Network".

Episode 3x02 - "Firewall"
For a very brief moment in early 2010, Terrance Wexford performed a coup surrounding Helen Magnus's handling of Big Bertha, temporarily usurping the position away from her. This lasted until he became unstable, going 'mad' with power, in which support behind him evaporated and Helen Magnus was rightfully reinstated unanimously by the rest of the heads of house.
Episode 4x02 - "Uprising"
During Helen Magnus's absence and assumed death in early 2011 resulting from the massive energy blast that ripped through Hollow Earth, vaporizing Praxis and blowing open the three caldera sites, per Sanctuary charter rules, the executive committee convened to unanimously appoint Will Zimmerman as immediate interim acting head of the global Network; upon her safe return a few hours later that evening, the position was naturally fully restored to her without issue.

Below the head of the global Sanctuary Network in hierarchy is the executive committee, an elected smaller group of heads of house.[5]

It is a powerful committee within the Sanctuary Network in charge of making large, important, and immediate decisions in accordance with the Sanctuary charter.

Episode 4x02 - "Uprising"
The 2011 committee consisted of Declan MacRae, Onryuji, Pili, and two other heads of house. When Helen Magnus disappeared in Hollow Earth, they put her deputy, Will Zimmerman, in charge of the global Network.

Episode 2x07 - "Veritas"
According to Article 9, in the case of an apparent wrongdoing by a member of the senior staff, the heads of house must launch an investigation. This does apply for all heads of house, even Helen Magnus herself. During these investigations, a triad will be called.
Episode 3x08 - "For King and Country"
One of its Articles states that if a head of house becomes physically or psychologically compromised, the second-in-command automatically takes over.

There were a grand total of twenty-two Sanctuaries located across the globe before being vastly consolidated down to only three locations in early 2012 by Helen Magnus.

Support locations[]

In addition to numerous Sanctuaries, there are 'off-site' storage facility locations that are used to hold abnormals in the case of an emergency.[6] Other minor locations include safe houses for abnormals to stay at temporarily.[7]

Building protection[]

Each Sanctuary has layers of internal protection to try to shunt building access in the case of either invasion from outside forces and or to prevent an abnormal housed within the building from escaping. Major doorways / archways throughout the structure conceal very large heavy metal slabs that are suspended above. At the activation of a button, the giant metal plate will slam down, closing off the hallway.[8] [9] [10] Sanctuaries also have metal shutters that will cover over all of buildings glass windows.[10]

Retrieval team[]

The Sanctuary Network retrieval teams specialize in the capture and retrieval of abnormals. Teams members would assumedly be trained in multiple disciplines such as: diving, skiing, caving, weapons, climbing and ship boarding amongst other skills. There are at least two teams, although it is unknown how many team members are in each team, or how many teams there are, or what each team member is trained in.

Defense forces[]

Though little of it has been seen, the Sanctuary Network keeps their own paramilitary defense force, mostly made of humans but also consisting of abnormals. These soldiers guard the Sanctuaries in event of invasion, and have even been shown to be pulled together using militaristic tactics to coordinate assaults. While the number of soldiers have not been mentioned, they are quite well equipped with automatic weapons, state of the art technology, and even a small fleet of warships. The defense forces can also be used for high risk operations and surveillance of targets. They are often seen wearing black body armor and carrying submachine guns, carbines, assault rifles or stunners. Declan MacRae is often seen leading defense force teams. Some members appear to be former special forces soldiers.

The defense forces are comprised of multiple elements that combine to create a paramilitary force. The elements are divided by divisions such as: tactical team, combat search and rescue, intelligence / surveillance operations, naval operations, and medical support operations, hazmat operations, and air support operations. Although not much is seen or known about each division, they are all part of the combined forces. There may be more divisions the teams provide support to the Sanctuary Network when required, and are often used to defend Sanctuaries or undertake high risk or large scale operations.

Tactical team[]

The tactical team is the Sanctuary equivalent of a special weapons and tactics team or special forces unit. They are part of the defense forces and wear black Kevlar vests, wear coms and wear tactical clothing including tactical holsters and boots. The team is highly trained in breaching structures, surveillance, marksmanship, tracking, searching buildings, wilderness patrol tactics, tactical combat casualty care, weapons and explosives along with tactical driving and covert operations. The teams are small and skilled. They carry hi-tech equipment and state of the art weapons including assault rifles, submachine guns, pistols, personal defense weapons and stunners. The teams are often based on military bases and near Sanctuaries to provide rapid back up the teams work in a team of two to eight, and each team has a individual specialty. The teams are small and highly mobile and versatile and are a formidable force to be reckoned with. The Sanctuary tactical teams have been seen carrying the Heckler & Koch MP7, Heckler & Koch MP5A3, FN P90, SIG Sauer P226, Glock 19 and the Sonic stun weapon.

Combat search and rescue[]

Combat search and rescue [11] teams are specialist rescue teams who provide specialist rescue capabilities to the Sanctuary Network. They are trained medics and rescue operatives, often called in when missions go wrong. They specialize in rescues from extreme environments and dangerous locations and provide emergency response for operations where Sanctuary Network operations are in extreme danger or where casualties are incurred. They can work from aircraft and unmarked vehicles as well as watercraft, and are trained in diving and climbing amongst other skills.

Intelligence / surveillance operations[]

The intelligence / surveillance operations consists of: operatives hiding in plain sight, gathering satellite images and videos, cctv cameras, information from government databases, and informants such as Sylvio although his intel is rubbish according to Helen Magnus, police databases but officials sometimes provide information and support for operations Ashley has a particularly big list of contacts. Reconnaissance missions / undercover investigations are operatives / tactical teams in covert positions using binoculars and rifle scopes as well as radar monitoring systems and meteorological monitoring, surveillance operations sometimes use mobile surveillance vans and terrorism suppression sensors.

Naval operations[]

The Sanctuary Network naval operations consists of a small fleet of warships including destroyers, frigates and at least one submarine the Nautilus, rhibs, and possibly other vessels including a cargo ship although the cargo ship may have been a charter ship. The naval operations consists of plain clothes ship crews apart from captains who wear a uniform. The warships are heavily armed with depth charges, missiles, machine guns, and covert helicopters which appear civilian and not military. The ships are varied and well equipped with stretchers and rescue equipment as well as laboratories.
